The United Architects of the Philippines (UAP), the PRBoA-accredited integrated and accredited professional organization of architects (IAPOA) under Sec. 40 of R.A. No. 9266 (The Architecture Act of 2004) has recently released the list of 7,303 IAPoA members as of 30 November 2010.
The 7,303 IAPoA members are the ONLY registered and licensed architects (RLAs) permitted by law to lawfully prepare, sign and seal ARCHITECTURAL documents, specifically those denominated as the architectural (A) sheets of building plans submitted to the local government unit (LGU) Offices of the Building Official (OBOs) for processing/ review, to the total EXCLUSION of disqualified RLAs, disqualified registered architects (RAs) who have not renewed their PRC identification (ID) cards/ licenses, other registered and licensed professionals (RLPs) such as civil engineers (CEs) and other unregistered persons, ALL of whom may be charged for the potentially illegal practice of architecture under R.A. No. 9266 and related violations of law.
Such architectural documents specifically include site development plans (SDPs), exterior, architectural interior (AI) perspectives, architectural floor/ ceiling/ ceiling cavity/ roof plans, architectural and AI sections and elevations, architectural and AI details, schedules of finishes, specifications and estimates, and the like, as listed under Secs. 302.3 and 302.4 of the 2004 Revised implementing rules and regulations (IRR) of P.D. No. 1096 (The 1977 National Building Code of the Philippines/ NBCP, the preliminary injunction over which has already been LIFTED/ DISSOLVED by the Court (RTC Manila Branch 22) in January 2008.
ALL natural and juridical persons (local and foreign) doing business in the Philippines (PH), the general public, property and building owners, developers, constructors, consulting firms and ALL national and local Government offices/ officials are therefore advise to deal only with the listed 7,303 IAPOA Members-RLAs for the preparation, signing and dry sealing of architectural documents, specifically of the architectural (A) sheets (forming part of the building plans) to be submitted to the LGU OBOs. Otherwise, such entities may become criminally or administratively or civilly liable, jointly or severally as the case may be, for violations of law (specifically of the multiple provisions under R.A. No. 9266 that LIMIT such acts and documents to IAPoA members-RLAs).
The 7,303 RLAs cum IAPoA Members are also the only natural persons who can lawfully assume the mandated CIVIL LIABILITY of fifteen (15) years for the component architectural (A) plan/ design of buildings, as provided for under Article 1723 of the New Civil Code of the PH.
ALL PH-located schools/ colleges/ units/ juridical entities offering CHED-approved baccalaureate or master's programs in architecture are also ADVISED to employ only IAPoA Members-RLAs as deans/ heads, secretaries, faculty and lecturers, as provided for under Sec. 3. (4) (j) of R.A. No. 9266. As such, only IAPoA Members-RLAs must teach architecture courses, to the total EXCLUSION of all others not similarly qualified by law.
